Care And Repair Officer (Part time) – Helensburgh, Lomond and Bute

Salary: £29, 000 – £35,000 per annum (pro rata)

This is a permanent part-time post based on 3 days per week (21hrs), 09.00 to 17.00, with the potential to become a full time post, and reports to the Care and Repair General Manager. You will visit clients in their own homes, following referral from Occupational Therapy, to review and discuss the local authority disability grant application process and other funding applications to allow for essential major adaptations works to be completed, such as wet floor and level access showering, stairlifts, ramps, toileting, track and hoists and internal wheelchair access. Our CRO’s manage the complete project and grant application process on behalf of their client and therefore prepare all drawings, specifications, invite tenders, obtain consents and ensure that all works are completed satisfactorily.  Our CRO’s also offer advice and assistance to our client group in identifying and repairing building defects.

You will be entirely home-based and will require excellent IT and admin skills and be competent in the use of Microsoft Word, Excel and Outlook email.  Experience in producing basic technical drawings essential utilising computerised 2D technical drawing packages would be beneficial, although training will be provided.

Requirements

The ideal candidate will be sympathetic to the daily needs and challenges faced by the elderly and disabled in addition to an understanding of building construction methods and local authority building standards and planning regulations. You will be an excellent time manager and be able to demonstrate experience prioritising multiple projects.

A formal qualification such as HNC in Building Construction or similar, or associated trade experience would be preferred.  You will have excellent communication skills, both verbal and listening and be able to talk confidently to clients, building contractors, product suppliers and our health and local authority colleagues.

You must have a right to work in the UK, have a clean and current UK driving licence and use of your own vehicle (an essential car users allowance and business use mileage rate are provided). The successful candidate will also have to agree to a Protecting Vulnerable Groups (PVG) check being carried out.  Previous work references will be taken up for the successful candidate. You will require a current clean UK Driving Licence (work vehicle provided) and be familiar with basic computer use including using email. Time served in a relevant trades discipline is preferred (preferably joinery) but not essential depending on the extent, relevance and nature of previous experience. This officer will cover Helensburgh and Lomond area primarily but will assit in other areas of East Argyll when required including Dunoon and Cowal and Bute.

Equity Loan Pilot Now Closed

In January 2017, the Scottish Government launched the area-based Equity Loan Pilot to assist homeowners with the costs of carrying out energy efficiency installations and essential repairs to their properties.

The HEEPS Equity Loan pilot is now closed to new customers.

Energy Saving Trust is proud to have been a part of the Equity Loan pilot scheme between 2017 and 2022, working alongside Care & Repair and Scottish Government.

I’m an existing Equity loan customer – what now ?

If you are an existing Equity loan customer, your loan will continue to be administered and managed by Energy Saving Trust. However, no new customers will receive Equity loans and although only limited changes to your existing loan will be able to be made, Energy Saving Trust is here to help you through the remainder of your Equity loan journey.

Where is my Care & Repair Officer?
While the pilot scheme was operating between 2017 and early 2022, Energy Saving Trust collaborated with Care & Repair to provide valuable additional support to Equity loan customers. Now that the pilot scheme is closed to new customers and limited changes can be made to existing loans, the Care & Repair Officers are no longer involved

What if I need help with my existing Equity loan?
If you require support after the 31st of March 2022, please contact Energy Saving Trust directly by emailing equityloans@est.org.uk or calling 0808 108 9414. Energy Saving Trust will not be replicating the Care & Repair service but will provide support where expertise and knowledge allow.

What if I need help with contractors, or financial or legal advice?

If you are experiencing any problems after your loan is settled, please keep Energy Saving Trust in the loop either by email or phone call.

Where the Energy Saving Trust cannot provide support in the first instance, the following organisations may be able to provide further advice;
• The Planning Advisory Service can provide free, impartial, and confidential telephone advice service to help with planning issues.
• For help on how to resolve third party disputes and financial advice you can contact your local Citizens Advice Service.
• Depending on the work you are planning on having carried out, Gas Safe, Green Deal, OFTEC registers can help you locate accredited installers.
• If you’re over 65 and/or have a disability, you can get in touch with your local Care & Repair organisation to seek additional support.

This officer will cover North and West Argyll, including Oban, Lorne and Isles you will work with our Health And Social Care referral partners to install technology enabled care alarms and devices, minor aids and adaptations such as grab rails and banisters and carry out safety & security related minor works in clients’ homes. You will require excellent joinery skills and also have good small repairs experience including minor plumbing and electrical work. In addition you will require good I.T, organisational and record keeping skills and possess a current clean UK Driving Licence (work vehicle provided). Time served in a relevant trades discipline is preferred but not essential depending on previous experience. References and a PVG (Protecting Vulnerable Groups) check will be taken up for the successful applicant prior to starting.

Equity Loan Applications Ending

In January 2017, the Scottish Government launched the area-based Equity Loan Pilot to assist homeowners with the costs of carrying out energy efficiency installations and essential repairs to their properties. This will now close at the end of March 2022. The existing collaboration between the Scottish Government, Energy Saving Trust and Care & Repair to deliver the scheme will come to a close at that time.

In preparation for this, no new customers will be referred to the scheme as a possible funding option from Monday 20th September, 2021 and all potential applicants are being asked to submit pending applications to Energy Saving Trust by midnight on the 30th of November 2021. 

Support requirements for any Equity loan homeowner who hasn’t completed their installation journey by 31 March 2022 deadline will be considered at a later date. All customers with loans offered by Energy Saving Trust will be honoured and supported appropriately.

The evidence from this pilot, along with feedback from Equity Loan homeowners and interested parties will inform a decision on the viability of a nationwide rollout of an Equity Loan scheme in Scotland in the future.

Admin Assistant (Part Time Permanent) Vacancy : (Post now filled)

We now require someone to support our Oban Office Administrator. You will provide an effective customer-focused reception, telephone and general clerical service in addition to providing confidential admin assistance for our Manager and home-based staff.

You will need to be comfortable using computers and Microsoft Office software, inc., Word, Excel and Outlook.  You will be well organised and have excellent listening, verbal and written communication skills and be willing to undertake training to develop new admin and office competencies.

A clean current driving licence and access to a vehicle will also be required as there is occasional travel to other Argyll and Bute locations to attend Board and Team meetings, PR events and training.

The post is based at our Stafford Street office in Oban, 15 hours per week, Monday to Friday from 09.00 till 12.00. We may be able to offer some flexibility around actual start and finish times and we will require flexibility around the core hours on occasion to provide cover for annual leave for example.

 Salary will be paid at £9.07p/hr or £7,074.60 per annum for a 15hr week. We have a generous annual leave entitlement and you will also be eligible to join our excellent 4.7% contributory company pension scheme.
